I thought this just smelled funny. I love AT&T's progression.
1: Oh, we love Unlimited!
2: We found that 99% of our customers use less than 2GBs..so we are going to kill unlimited and offer 2GBs and 200MBs. You can keep your unlimited if you want.
3: All you unlimited folks are now being measured against an unknown moving figure which we will call the top "5% data users" which will eventually scale your bandwidth cap down below our 2GB limits. Essentially, we are adding bandwidth caps to unlimited without calling them bandwidth caps.
4: Oh crap..uhmm we have noticed that users are using more than 2GBs, so here..we are going to offer larger plans.

I would also like to mention that your bandwidth usage is impossible to really measure and have useful feedback, much like maybe using a Kill-a-watt on your appliances at home. I seriously believe that bandwidth caps will kill all the strides we have made with the Internet and mobile computing since the last time carriers had these caps.
